In view of the current problems of the People’s Armed Police(PAP) in handling social security emergencies, such as the situation prediction is not timely, the intelligence data processing is slow, and the command link is not smooth, the necessity of building an emergency response platform for the armed police force in handling social security emergencies is put forward. Based on big data and cloud computing technology, the paper proposes the design concept of the emergency response platform for handling social security incidents with four systems of integrated intelligence data analysis, emergency warning, emergency simulation and emergency plan from the five levels of iot perception layer, infrastructure layer, digital twin platform, application layer and display layer, and preliminatively designs the functional modules of each system. Thus, the efficient integration and analysis of data will provide technical support for ensuring that the PAP can handle all kinds of sudden social security incidents more efficiently and accurately.
