The ratio between the location covariance and weighted average distance is proposed to redefine RGDOP(relative Geometric Dilution of Precision), since the original definition of RGDOP in two-sensor cross-location systems can not be expanded to multi-sensor systems. On this basis, the lowest RGDOP and its necessary-sufficient conditions are discussed, and the formulas are verified by some examples. When the distances between the sensors and the target are known but the N-S conditions can not hold, the lowest RGDOP and the optimal sensor location problem are discussed, and the results are shown.
