Policies and Instructions

 

Section 1 Publishing Scope

Command Control and Simulation is an academic and technical journal in weapon industry focusing on combat systems, weapon systems, and C4ISR systems and simulation technologies applied in sea, land, air and space. The publishing scope of the journal includes integrated electronic information systems, combat systems, command and control systems, weapon systems, fire control systems in the sea, land, air and space. The scope also includes military electronic information equipment research and development, modeling and software, simulation technology, etc.

 

Section 2 Manuscript Requirement

1.General Requirement: Manuscripts must have a clear point of view, reliable data, concise wording, high theoretical level and application value.

2.Funding Project: For all articles funded by national, provincial or ministerial science and technology progress awards or key scientific research projects of the National Natural Science Foundation of China, the project title and number shall be indicated in the manuscript. The journal will give priority to publishing funded articles.

3.Confidentiality Requirements: All contributions should be accompanied by a confidentiality certificate, which should be issued by the first author. If the first author and the corresponding author of the paper are not the same unit, both parties should issue a confidentiality certificate. Please upload them to the website when submitting..

4.Format Requirements: please refer to the Submission Template Requirements of the Download Center for format modification of all contributions. 

 

Section 3 Ethical Policy

1.Editor ResponsibilityEditors should accept or evaluate manuscripts for their intellectual content without bias towards race, gender, sexual orientation, religious belief, citizenship, or political philosophy of the authors, and try the best to ensure the quality of articles published on this journal. Editorial staff must not disclose any information about a submitted manuscript to anyone other than the corresponding author, reviewers, and the publisher. Editors would take reasonable steps to identify and prevent the publication of papers involving academic misconduct. They would not encourage such academic misconduct, or knowingly allow such misconduct to take place. The editorial office would take appropriate action if there were any allegation of research misconduct. Publishers and editors should always be ready to publish corrections, clarifications, retractions and apologies when needed.

2.Reviewer Responsibility: Reviewers shall treat all manuscripts with the most professional attitude to make the review process transparent, confidential and fair. Comments and decision should be made upon the article, instead of upon authors, without bias towards race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy of the authors. Once the reviewers find that there are mistakes, plagiarism, suspected forgery of data and other problems in the article, they are obliged to report it to the editorial office. Reviewers shall not use unpublished papers or materials in their research. If the reviewers have competition, collaboration or other relations with the author, company or institution related to the article, they should report the conflict of interest and avoid reviewing the article.

3.Author Responsibility: This journal only publishes manuscript that has not been published before. It is strictly forbidden to submit the same manuscript to more than one journal, to submit duplicate content, or to plagiarize others' papers. The editorial office ensures that each manuscript is tested for academic misconduct by the system developed by CNKI, and will reject the manuscript in which plagiarism or multiple submission is found. Authors shall be responsible for their own writing (including political, academic and confidential responsibility), and a Confidential Review Certificate shall be provided via E-mail. Manuscript without Confidential Review Certificate will not be accepted by the journal.

4.Author Contribution and Signature: Authors should be limited to those who have made significant contributions to the conception, design, implementation, or interpretation of the manuscript research. It is strictly forbidden to include persons irrelevant to the paper. The order of authors shall be collectively determined before submission and shall not be changed thereafter. Authors should specify their contribution in the Authors Contribution Form and submit it along with the manuscript.

5.Conflict of Interests: All authors must disclose all potential conflicts of interest, i.e., when the financing / personal status / affiliation of the authors (or the authors' organization / employer) may affect the authors' decision, work or manuscript. When a product is involved, the author should also disclose whether there is a conflict of interest against competitive products. Authors should also submit Statement of Competing Interests along with the manuscript.

 

Section 4 Review and Editing

1.Review Policy: The journal adopts a double-blind peer review system. After submission, the editorial office will conduct a preliminary review of the manuscript. The editorial office will reject manuscripts which are insufficient in originality, having serious scientific or technical mistakes, lacking valuable information, or not in the scope of the journal. Manuscripts which have passed the preliminary review will be anonymously sent to two or more peer reviewers. Authors must respond to reviewers' every comment and submit the revised version in time. This process would be repeated until reviewers and editors are satisfied with the manuscript. The Editor-in-Chief will conduct the final round of review and the editorial office shall impartially select manuscripts on the basis of academic quality and the review comment.

2.Editing Policy: The responsible editor shall make a basic evaluation of the manuscript and put forward preliminary review opinions. The responsible editor should actively communicate with the author and experts according to the situation of the paper. For accepted manuscripts, the journal may make some technical or wording amendments. Any amendment involving a change of meaning will be sent to authors for confirmation.

3.Timing: Authors can contact the editorial office for inquiry if there is no reply for more than 1 month after submission (the manuscript may still be under review). Please contact us before re-submitting the manuscript to another journal, so that we can terminate the process of reviewing and editing. The revision of manuscript should be completed within half a month, or it shall be deemed as withdrawn of submission.

4.Submission by Editors: The editorial staff / editors / editorial board members should not be involved in publishing decisions on papers which they have written themselves or have been written by their family members or colleagues. Any such submission should be strictly subject to the journal’s usual editorial process. Peer review should be handled independently from the relevant author/editor and their research groups.

5.Appeal: Authors may make an appeal if they disagree with the comment of the reviewers. Authors need to write an appeal letter (with the manuscript serial number) and send it to info716@vip.163.com. Detailed reasons for appealing must be stated, including a comprehensive and reasonable answer to the reviewers’ comment. The appeal letter should also be stamped by the author’s institute. The editorial office will consider whether to change the decision on a case-by-case basis.

6.Correction and Retraction: Articles published online or in print are considered the final and complete version. In principle, the journal does not make corrections or retractions on published articles. However, in case of the situations described below, corrections or retractions may be carried out if truly necessary.

Correction: If there appears to be an unintended scientific mistake in the article which would not lead to significant impacts on the results and conclusion, the editorial office will publish corrections in the journal as soon as possible, detailing the changes made to the original article and indicating the source of the article. The journal will release the corrected new version of the article, and specify the changes to the original article and the date of update. In addition, the superseded version will also be archived. Readers can obtain it directly, but only the latest version of the article should be used for citation.

Retraction: In the following cases, the editorial office would retract published articles and issue retraction statements: 1) If an article is found to have severe scientific errors making the results and conclusion of the article unreliable; 2) For article suspected of academic misconduct, such as plagiarism and data falsification, the editorial office will initiate an investigation and issue a statement to inform readers of the risks associated with the article. Once the investigation is completed, the result will be made public. If the academic misconduct is confirmed, the article will be immediately retracted and a retraction statement will be issued by the editorial office.

 

Section 5 Open Access Policy

Command Control & Stimulation is an open access journal. Once published, all articles will be immediately and permanently available for readers to read and download free of charge. Permitted third party reuse of the articles published by the journal is defined by the following user license: Creative Commons Attribution-NonCommercial-NoDerivatives 4.0 (CC BY-NC-ND 4.0). This license allows reusers to copy and redistribute the material in any medium or format. The licensor cannot revoke these freedoms as long as the license terms below are followed: reusers must give appropriate credit, provide a link to the license, and indicate if changes were made. Reusers may do so in any reasonable manner, but not in any way that suggests the licensor endorses the use. Reusers may not use the material for commercial purposes. If reusers remix, transform, or build upon the material, they may not distribute the modified material. The authors have right to spread or make use of the article under the CC BY-NC-ND 4.0 License. Section 6 Copyright and Archive

1.Authors Duty: Authors guarantee that the submitted manuscript is an original work, and does not involve infringement, multiple submission, confidential affairs or dispute of authorship, and appropriate credit is given for citations.

2.Copyright Transfer: Once the manuscript is accepted, authors shall sign the Copyright Transfer Agreement and to transfer the following right to the editorial office of the journal: (1) copyright of the print, electronic, or other editions; (2) issuing; (3) online dissemination and licensing to a third-party; (4) compilation (part or whole of the article); (5) translation.

3.Archive: Since 2017, all journal articles have been digitally archived and can be searched and downloaded from the journal website. In order to ensure data security, all information has also been backed up in the editorial office. Before 2017, the hard and soft copy of each issue of the journal had been kept in the editorial office for archiving. In addition, other relevant materials are also kept by the editorial office, such as supplementary information and forms provided by the authors.

Section 7  Fees and Renumeration

After the article is accepted, a page charge is payable (RMB 1500 yuan per article).

After publishing, the journal will offer a remuneration (including the remuneration for reprint on third-party licensing) according to national regulations. Two sample journals of the current issue will be posted to authors free of charge.

Papers with fund support confirmed by the editorial department will be rewarded with high quality.
