Non war military action is an important task for our army to fulfill its historical mission in the new era. Military and government linkage emergency command is an important part of non war operations. How to build a technical system is a new topic in the field of emergency command. It analyzes the design objectives and guidance of the technical system, suggests a framework of the technical system from two levels, and prospects the development of the technical system finally.
Unified Architecture Framework is an innovative method, has strong interoperability capability, strong operability and the open architect thought to cognize, construct and analyze enterprise. The paper analyzes UAF mechanism, summarizes the thought and steps of UAF application, designs the major disaster rescue system architecture based on UAF, multi-domain’s representative views of the major framework are drew to explain and analyze this system, laying a foundation for simulate and extend the architecture.
In recent years, because of insufficient guidance for the lack of scientific theory on joint emergency command, the military and civil authorities did not form an integrated military-civil emergency response system. When responding to major emergencies, it is difficult to coordinate military and civil emergency response forces and optimize emergency response resources. Based on the analyses of typical cases on natural disasters, accidental disasters and social security incidents, this paper establishes three types of failure models, places an emphasis on the maturity levels of joint military-civil emergency command, and puts forward corresponding countermeasures and suggestions as theoretical basis and methodological guidance for constructing an integrated military-civil emergency command system under the new governing system.
On the basis of analyzing the characteristics of the military-land joint emergency command operation under the current situation, it sorts out the uncertainties in the practice of the military-land joint command system in terms of practice command time, location, command and disposal targets, and command operation mode. The uncertainty of value should be used to take advantage of the value of the negative correlation and the uncertainty of the negative correlation. This paper puts forward the basic idea of managing the uncertainty in the military-land joint emergency command system: risk perception, experience elimination, all-round cooperation and hedging uncertainty with liquidity.
The "last mile" problem is the bottleneck that restricts the construction of emergency command communication network. Especially in the emergency command environment, there is a prominent contradiction that the equipments of the military and local governments cannot be interconnected. This paper proposes the technical idea of constructing the emergency communication network of combining the military with local governments based on the communication system of low-orbit satellite constellation and systematically analyzes the characteristics, development and challenges of low-orbit satellite constellation applied to emergency communication. The feasibility and main performance value of low-orbit satellite constellation applied to emergency communication are verified by simulation experiments. Finally, this paper discusses the program of emergency command communication network based on low-orbit satellite constellation.
To solve the problem of lack of method guidance during the construction of the emergency command systems of systems, this paper propose an emergency command architecture based on capability requirement. First, key capabilities are building, which are needed during the emergency command process. Then, related businesses are developed based on these capabilities. The multi-view method is used to comprehensively display the emergency command system from the perspectives of capability, business, personnel and technology, and provide a method guide for the development of emergency command system of systems.
To reduce and control the possibility and perniciousness of the secondary risks of the emergency construction of the underground engineering, system strategy is made on the risk management. The risk management is constructed and optimized to reach the aim through risk recognition, evaluation and control. The paper introduces the mothod of emergency construction risk level and structural analysis, builds and optimizes the risk management system, and makes the targeted risk respense plan. The idea and method are provided to the administrator on how to realize the automation and informatization of the risk management by constructing risk pre-warning system.
Military joint place carries out the non-war military action in the emergency rescue mission, is the inevitable trend in the functions of military mission to expand, and the world common practices in the field of strengthening government emergency management. This paper chooses and analysis several typical case about the natural disasters, accidents disasters and social security incidents, focus of attention on different aspects about emergency command plan preparation, construction of systems and mechanisms, command methods using and command training. Finally, the paper uses command and control method’s three dimensional model for theoretical guidance, builds the several typical case of different kinds of fault model, provides theory and method guidance so as to improve flexibly linkage emergency command efficiency.
The new army is shouldering the task of non war operations, the government is responsible for emergency management, handling of emergencies often requires the participation of both sides.How to build a training system is an important topic in the field of emergency command. To improve the command and coordination capability of commanders, we analyze the organization and training principles of emergency command training, design the training contents and training methods and construct a collaborative evaluation model.
This paper expounds the present situation, existing problems and difficulties of Maritime Search and Rescue system and equipment. Combining with the development status of Beidou Satellite Navigation System, a maritime emergency search and rescue system based on Beidou Satellite Navigation System is proposed, which realizes automatic alarm, accurate positioning and real-time tracking of ships and personnel in distress. The technical realization of the command center of search and rescue and the terminal of maritime distress and rescue is given, which breaks through the key technologies of terminal waterproofing and low power consumption, and provides the possibility of realizing the maritime search and rescue accurately, timely and reliably.
In all things, preparedness ensures success and unpreparedness spells failure. Whether the situation can be disposed quickly and effectively, the key lies in the usual plan formulation. To strengthen the formulation of the plan through military and civil linkage, more attention should be paid to the systematic construction of the plan firstly. One complete and systematic scheme system should be formulated, which should include both the overall plan and corresponding branch plan and supporting plan, ensuring there is a plan to be followed. Also, it should focus on the standardization construction of the program, enhancing the practicability, operability and accuracy. More detailed task division, command organization, strength organization, action disposal and relevant supporting can ensure the success based on the plan.Moreover, it should focus on formulating the plan through military and civil linkage,then a regular joint mechanism of military and civil planning could formed, ensuring combination of military and civil.
The position distribution of marine moving target is significant in target acquisition decision- making for anti-ship missile. On basis of analyzing the connotation of target position distribution caused by certain speed(CS) and approximate course under normal distribution (ACND) in initial circular normal distribution(CND), CND-CS-ACND distribution probability density model is built by means of conditional probability density. Symmetrical property of CND-CS-ACND distribution is demonstrated. Iterative computation process for CND-CS-ACND distribution area is discussed under given probability based on dichotomy algorithm, and sliding window method and probability accumulation property are applied to improving greatly iterative computation efficiency. Pre-ahead point shooting method is put forward based on simulation analysis of the CND-CS-ACND distribution properties, which can reduce obviously angle search range and distance search range for terminal guiding radar.
Under complex conditions, the fusion of some special data will no longer satisfy the error characteristics hypothesis of the Kalman filter algorithm. Fuzzy Kalman filter adaptively adjusts the noise covariance matrix by introducing fuzzy control rules, so that the noise in the model can get closer to the real noise level. Based on the analysis of the error characteristics, this paper proposes fuzzy Kalman filtering method based on different error sources, using different inference rules and covariance matrix adjustment strategy. The simulation experiment proves the rationality and effectiveness of the method.
In the field of traditional Integrated Combined Operation Command, Internet data is used inefficiently and is not closely connected with requirement. And also, the application model of internet data is not systematic. Therefore, this paper puts forward the application of Internet big data in the field of Integrated Combined Operation Command. First of all, the command decision requirement modeling based on domain ontology. And then, starting from the requirement, we crawl the whole Internet data topically. Next, we process the acquired data by named entity recognition clustering, information extraction and event clustering. Finally, it support the operation command and decision by customized service model. This method can promote efficiency and accuracy of command decision by fuse the operational requirement model and Internet data mining process innovatively.
Reinforcement learning is a research hotspot in the field of machine learning. It aims to solve problems of decision or optimization. This paper systematically introduces basic principles and classical reinforcement learning algorithms, including value function based reinforcement learning algorithms and direct policy search based reinforcement learning. Then three directions including deep reinforcement learning, meta reinforcement learning, inverse reinforcement learning are described. Finally, existing application and development directions of reinforcement learning are summarized.
In order to improve the material delivery support ability of strategic projection base and enrich strategic projection base’s construction theory system, the paper uses the analytic network process(ANP)and fuzzy comprehensive evaluation method to proposed four aspects and 14 indicators of evaluation index system, build an evaluation model of material delivery support ability based on ANP method, and employ fuzzy comprehensive evaluation method to evaluate material delivery support ability. The model tries the evaluation method of material delivery support ability, which provides reliable basis for the scientific assessment of material delivery support ability.
The quality evaluation of operational commanding critical information requirements is an important part to measure the quality of requirements and optimize the content of requirements. This paper starts from scientific construction of the evaluation index system, analyzes the connotation and influence factors of different indexes, proposes the basic evaluation flow of operational commanding critical information requirements based on cloud model, a classic requirement example is evaluated by this method, the suggestions for optimizing the critical information requirements are put forward based on the evaluation conclusion.
The evaluation of the effectiveness of electronic battle command in informationized battlefield is of great significance and important boost for improving the electronic warfare effectiveness of the battlefield in informationized battlefield. The article defines the connotation of electronic warfare command in informationized battlefield and analyzes the influencing factors of electronic warfare command effectiveness in informationized battlefield. The analytic hierarchy process (AHP) was used to establish the effectiveness evaluation model of electronic warfare command in the battlefield and the SD software was used to implement the model.
In order to meet the real 3D environment and high precision requirement of battlefield situation awareness and visualization, firstly, according to the system coordination, we know the overall battlefield situation design concept, and divide it into three layers: data support, data source and business command decision system. In this paper, the important part of data support in battlefield situation system is introduced in detail, and the typical application analysis is carried out according to the requirement of troops. Then, the model plane error, elevation error and length error are tested according to the 3D geographic information model production code by collecting the experimental area. Finally, an example is introduced to illustrate the function of battlefield situational awareness. The results show that the visualization of battlefield environment and battlefield situation is good, and the terrain positioning accuracy of 3D model is high. In the future information war environment has important application value.
Aiming at the combination and selection of multiple sonar equipments of surface warships and anti-submarine helicopters, the combination of weighting and decision-making methods based on deviation maximization is proposed. Firstly, the lea Aiming at the selection of multi-equipment combination schemes for surface warships and anti-submarine helicopters st squares method of using the WLSM and the improved CRITIC method are used to obtain the subjective weight and the objective weight respectively, and then the combined weighting method based on the ideal point method is used to combine the subjective and objective weights to obtain the combined weight, and Finally, the weight is substituted into the decision method based on the deviation maximization to get the best solution. Through the example calculation, the method can directly and quickly reflect the pros and cons of the scheme and make decisions, which has certain military significance for anti-submarine warfare.
Aiming at the complex problem of multi-target anti-submarine in surface warship formation, this paper studies a fast and accurate fire channel organization model for surface warship formation anti-submarine weapon system. Firstly, from the battlefield environment and anti-submarine weapons, a total of six attributes are used to judge the fire channel organization scheme. Then, the attack timeliness, hit probability and command coordination difficulty of the scheme are used as evaluation indicators, and multi-objective decision-making methods are used for firepower channel organization. Finally, the effectiveness of the method is verified by simulation analysis. The study provides the basis for the operational command-assisted decision-making of the surface warship formation anti-submarine weapon system.
Joint test and training is a new test and training model, which provides a new idea and direction for the rang to solve the challenge of the current test and training task. However, some key technical problems need to be solved to build and implement the joint test and training capacity. Therefore, starting from a joint test and training case of a virtual torpedo project in the U.S. army, and also combined with the experience and lessons of the U. S. army joint test and training development, this paper studies the technical problems that need to be paid attention to and solved in the construction and realization of the joint test and training ability.
Focused on the characteristics and requirements of heavy combined brigade passage offensive operations, the evaluation system of fighting force deployment plan is determined, offensive fighting against the passage of×village-××mountain pass direction, the grey clustering evaluation theory is used to evaluate and analyze the use of fighting forces, based on quantitative analysis results, which can provide decision-making support for the operational concept plan for brigade commanders.
For efficient and convenient operation needs of combat and control system, the current situation and development requirements of combat command and control system in human-computer interaction is analyzed in this paper. An intelligent human-computer interaction framework is proposed based on the key technologiesdevelopment, which can support human-computer integration and greatly improve the efficiency and accuracy of command and control operation. Based on this framework, an effective solution for future intelligent human-computer interaction command and control system is proposed.
For the complex equipment with maintenance dependency, group maintenance is an method to improve the maintenance efficiency. Aiming at the complex equipment system which takes periodic maintenance, the paper establishes optimal group maintenance decision-making model. The model takes maintenance cost as objective function, availability and risk of the important components are constraint condition. Because traditional way is hard to solve large amount of data、multi-constraint、high dispersion、discrete、nonlinear and integer variable complex optimization problem, the paper gets the best maintenance time of the complex equipment through Matlab Genetic Algorithm Toolbox. Finally, the example shows the effectiveness of group maintenance model.
In order to meet the requirements for real time angle measurement of synchro, based on the Synchro-to-Digital converter AD2S80A, this paper designed a set of high precision and real time synchro angle measurement system.This paper gave a detailed design of the embedded hardware circuits,and the software system of upper and lower computer,which is based on the Modbus communication protocol, was introduced. By analysis the results of experiment, the angle measurement accuracy of Synchro Automatic Measurement System using 16Bit converter is 0.3'. After the synchro output signal passing rotary converter circuit, the error of this system is less than 6', which is Met high-precision measurement requirements of the Synchro Automatic Measurement System.
Quickly and exactly impact point calculation is very important for spot command and decision in the multiple aircrafts launching test with short interval or salvo. Firstly, the shoot time special image of aircraft hitting target form the single vision videometric system was selected. Then an impact point quickly calculation method based on regular shape simulation target was proposed using the location judge result. Taking the rectangle with cross center as the example, the impact point calculation model was established based on same-frame film and calibration aiming at the good center and destroyed center. Finally, the quickly error correction methods for the two calculation models were given. The simulation and test images validation results show that the proposed method is comparatively simple and can counteract some system error in the same-frame film. The method can provide results quickly and can be used in the engineering well.
A new test scheme to survey some depth bomb’s fall point at sea is provided in this paper after introducing the test scheme’s basic principle to meet the task needs of the torpedo’s defense weapon system in a new naval ship tested offshore, which is by aid of aerial photography and based on digital image process, and then the feasibility of the scheme is analyzed in the tail. All of this talked in the paper is expected to be contributed to the torpedo’s defense weapon system test at sea or consulted and referenced in the other similar test tasks carried out in the future.
Submarine combat system is an important component of submarine,just like the ears, eyes, brain and sword of submarine. Situation about four typical foreign submarine combat system is introduced, and the key technology within it is analyzed. Several enlightenments are discussed about the future development of submarine combat system.
